This is a ranged DPS (though with a limited range of 25 yards) whose primary stat is Intellect. The Evoker wears mail armor and uses the magic of the five dragon Aspects in combat.
The defining feature of Devastation is the use of Empowered spells, whose power depends on how long they are channeled, along with a strong damage dependency on the target's health value thanks to Mastery.

Use 
Hover to keep your distance from mobs. Open fights with a fully empowered Fire Breath to burst down a pack quickly.
Hover is your main survival tool. It not only lets you cast on the move but also provides a dash.
Zephyr reduces AoE damage on the group by 20%. Use it before predictable heavy boss hits.
Wing Buffet and 
Tail Swipe work great as extra interrupts against mob casts.
Remember the 25-yard range limit. You need to stand closer to the tank than other ranged DPS so you don't fall out of range of your spells.
